APPOINTMENT OF AUTHORITY MEMBERS FOR
THE RESTRUCTURED CIVIL AVIATION AUTHORITY OF SINGAPORE

With effect from 1 July 2009, Changi Airport (which is currently operated by the Civil Aviation Authority of Singapore) will be corporatised and the existing Civil Aviation Authority of Singapore will be restructured to focus on regulatory and strategic functions. The current Authority will complete its term on 1 July 2009 and will be succeeded by a new Authority.

2 The Minister for Transport, Mr Raymond Lim, has appointed the following persons to the restructured Civil Aviation Authority of Singapore (CAAS), with effect from 1 July 2009:

3 Mr Liew Mun Leong (廖文良) has served as Chairman of CAAS since
1 September 2005, and will complete his term of office on 1 July 2009. Mr Liew is also the President and Chief Executive Officer of CapitaLand Limited.

4 Mr Liew has made major contributions to CAAS during his term as Chairman. With his extensive experience in both the private and public sectors, Mr Liew brought insightful leadership to all aspects of CAAS’ operations. He played an instrumental role in setting the direction for the continued development of Changi Airport. A key initiative that he oversaw was the successful opening of Terminal 3 on 9 January 2008, which added a passenger handling capacity of 22 million passengers a year, bringing the total handling capacity of Changi Airport to 70 million passengers. Under his chairmanship, passenger movements at Changi Airport have grown from 32.4 million in 2005 to 37.7 million in 2008.

5 Several other major projects and initiatives were also launched during Mr Liew's term of office. The Budget Terminal, a customised terminal built for the emerging low-cost carrier (LCC) market, was opened on 26 March 2006. The upgrading of Terminal 2 was completed in September 2006, involving extensive improvements to the terminal's "look and feel" while introducing new commercial areas. The upgrading of Terminal 1 began in May 2008, with completion scheduled for 2011.

6 During Mr Liew’s term as Chairman, both CAAS and Changi Airport have grown from strength to strength. CAAS has benefited greatly from Mr Liew’s experience and leadership.

8 The Government wishes to place on record its deep appreciation to Mr Liew Mun Leong and the outgoing Authority Members for their contributions towards the development of Changi Airport and civil aviation in Singapore.

New Chairman, Mr Lee Hsien Yang

9 The newly appointed Chairman of CAAS is Mr Lee Hsien Yang (李显扬), who is also the Chairman of Fraser & Neave, Limited. Mr Lee was formerly the Chief Executive Officer of Singapore Telecommunications Limited (SingTel) from May 1995 to March 2007. Prior to joining SingTel, Mr Lee served in command and staff positions in the Singapore Armed Forces (SAF) and reached the rank of Brigadier-General. Mr Lee was a President's Scholar and an SAF Scholar. He graduated with a double first in Engineering Science from Cambridge University, UK and has a Master of Science (Management) from Stanford University, USA. Mr Lee’s extensive leadership experience will offer the Authority invaluable guidance in spearheading the future development of civil aviation in Singapore.
